如果我的翻译是正确的，按照英语中口号应该使用名词（例better city better life）或者祈使句(例make America great again)的传统，天下为公应该翻译为"a public-oriented world"或者"a world orienting the public"。

原来我的回答是“人民主权”(popular soverignty)。这次突然有了点新想法。
