NED is an American institution established in 1983 with the purpose of promoting democracy in countries and regions outside the United States. Some consider NED a non-governmental organization, while others view it as a semi-official agency due to its primary source of funding being annual appropriations from the United States Congress, primarily channeled through the United States Information Agency (USIA). Since Protector Defenders's funding comes directly or indirectly from the US government, Laura, as the Advocacy Director, naturally needs to maintain good relations with the current ruling party in the US, the Democratic Party.
